This building is one of the most important civil buildings in Fremantle and therefore it has been classified for its social and historical significance as well as for its architectural and townscape importance. It's presence is essential to maintain the character of Fremantle.
A two storey brick building with an attic floor designed in the Romanesque style. It has very little ornamentation but horizontal cement dressings over the brickwork and accentuating the windows resulting in a harmonious composition. The entries are through arched porches which originally created balconies but today these have been enclosed.
