The City of Fremantle has identified this place as being of considerable cultural heritage significance in its own right within the context of Fremantle and its conservation is a priority.

Statement of Significance

House, 16 Collie Street is a limestone, brick and corrugated iron hipped and gabled roof single storey residence dating from c1896 and is of heritage significance.

The place has aesthetic and historic significance as a rare example of residential development in the Old Port City of the West End Conservation Area of Fremantle dating from the late nineteenth and early twentieth century.

The place is representative of a residence which is part of a group of remnant residential buildings in Collie, Nairn and Essex Street.

Physical Description

House, 16 Collie Street is a single storey stone, brick and corrugated iron clad and hipped roof house built in 1896 and is a late Victorian era bungalow. The house is sited with a diagonal setback from the pavement and extends through to a car park in Nairn Street. The painted tuck pointed brick façade has a corrugated iron veranda awning supported by metal columns (not original) and a building projection and bay which extents through to a small gable. There is a pair of timber framed double hung sash windows on the façade under the awning. The bay has an aluminum sliding door which is not original. The entrance under the veranda has stained glass leadlight fanlights intact and glass sidelights surrounding the front door. The side walls are painted limestone and there is a rendered corbelled chimney extant when viewed from Nairn Street.

According to documentary evidence the water closet/s and the laundry were replaced during the 1960s and the original timber framed window to the projecting bay was replaced by an aluminum framed sliding door during 1971.

A Heritage Assessment was prepared in Aug 2009 by the City of Fremantle for a DA submission to Council for a proposed change of use to a restaurant/café, office and exhibition space and alterations to the existing former house.

History

Collie St is named after Dr Alex Collie, R.N. Surgeon on H.M.S. Sulphur, and Colonial Surgeon. With Lieut. Preston, Collie explored the Collie and Preston Rivers. Dr Collie was later Government Resident at Albany.
House, 16 Collie Street was used as a boarding house from about 1897-1902. Edward Davies, a money lender, owned the property. He ventured into land and property speculation. Davies served as a city councillor from 1894-1902, in 1901 as Mayor. He was also a member of the legislative council for the Western Province from 1894-1896, and founder and chairman of the Fremantle Stock Exchange. Property was subsequently purchased by Selina Green.
The family took over Arthur E. Davies and Co, the funeral business, which was run from Collie Street, later moving to cnr of Market and Bannister Streets. At some stage the house once more became a boarding house; from at least 1950 until 1970s. In 1960 a new laundry was built according to health regulations, as was a backyard toilet in 1965.
The place has been vacant since at least 2002 (as at 2009).
