The building has architectural merit in the red brick and stucco band style - a representative example of civic buildings at the turn of the century. Its former association with the Trade Union movement is relevant to the past. The location of the building in relation to adjacent major buildings and open spaces is significant. these buildings are the Esplanade Hotel opposite and the former Oceanic Hotel to the east.
A large two storey red brick building with painted stucco ornamentation and corrugated iron roof, constructed in 1904 by architect Jsseph Allen as the Trades Hall.
