The place is representative of early development within Bayswater and makes a positive contribution to the streetscape. The place is indicative of the speculative building that occurred within Bayswater in its early stages of development.
Timber framed jarrah weatherboard house with corrugated iron metal hip roof and separate hipped bull nose verandah roof across the front supported on full height turned wooden posts. The central panelled front door has top and side lights and is flanked by a double hung wood sash verandah window on each side. There is a decorative wooden screen door to the entrance. The raised wooden verandah is approached by a short flight of cement steps with flanking low brick walls.
This property, along with Lot 10, was owned by A A West, master plumber and Roads Board Chairman. Like a number of other local people of means, he bought up a number of properties in newly subdivided land during the early years of the century. He never lived in Hill Street himself, but quite probably built a rental or speculative house on the property. The occupier of the time (round c.1907) cannot be specifically identified.
