STATEMENT OF SIGNIFICANCE gazetted with permanent entry as State Registered Place (31/12/1993). The Commercial Building at 21 Howard Street has cultural significance for the following:
+ it is a fine example of Federation Anglo-Dutch style, demonstrating a sound handling of materials, scale, detailing and decoration;
+ the building demonstrates the commercial expansion of central Perth, in particular the legal district, during the gold boom;
+ the building, together with the other buildings of Howard Street, strongly contributes to maintaining an increasingly rare example of turn of the century urban character of central Perth. Each of these buildings contribute a streetscape element, the loss of which would be detrimental to the scale and ambience of Howard Street; and,
+ the building has a long and close association with Parker and Parker, an important and prestigious legal firm in Perth, which is of both historic and social significance.
Commercial building with strongly contrasting materials and textures. Street facade embellished with florid motifs and strongly modelled arches.
