The water trough is one of 500 erected around the world following the death of Mr Bill in Sydney, 1927. He made his fortune from the manufacture of wire mattresses and left sufficient money to fund installation of the troughs. Another Bills trough can be found in a park adjacent to Barrack Street in the Merredin town centre.
Outside the entrance to the Hines Hill Hotel is a Bills Water trough, relocated from its original position on the other side of the road.
The trough is of cast concrete, in four sections - the main trough, for horses, two end supports and smaller trough that sits on the ground between the end supports, for dogs. The manufacturer's name is cast into one end of the main trough, as follows:

Both the main and smaller trough are filled with earth and grow plants. The smaller trough is broken in two.
